The Construction Tender Process: How to Price Work and Protect Your Margin

Every contractor knows the feeling. A tender lands in the inbox, the deadline is tight, and somewhere between the drawings, the specs, and the endless addenda, you have to turn all of it into one number. Get that number wrong and the consequences are immediate. Price too high and you don’t win the job. Price too low and you win it, then spend the next six months wondering where your margin went.

The tender process is where jobs are won or lost long before the first block gets laid. Yet a lot of contractors still approach it the same way they did ten years ago: a quick take-off, a few phone calls to suppliers, a gut-feel markup, and a number submitted under pressure the night before the deadline. It works, until it doesn’t.

Here’s how to actually run a tender process that gets you competitive prices without gambling your margin on a rushed estimate. Start With the Documents, Not the Number

The biggest mistake in tender pricing happens before a single figure is calculated. It happens when a contractor skims the tender documents instead of properly interrogating them.

Read the drawings, the specification, and the bill of quantities (if there is one) as a set, not in isolation. Specs and drawings disagree more often than anyone would like to admit, and if you price from the drawing while the spec calls for something dearer, that gap comes straight out of your margin later. Check the preliminaries carefully too. Insurance requirements, programme constraints, retention terms, and payment schedules all affect your real cost of doing the job, and they’re easy to skip past when you’re focused on the physical works.

If anything is unclear or contradictory, raise it. A well-timed query to the client or design team before tender close can clarify scope, and it also puts down a marker that shows you’re pricing the job properly, not just guessing.

This is also exactly why a well-structured Bill of Quantities makes such a difference on the other side. When the QS issuing the tender has prepared a clear, properly measured BOQ, every contractor is pricing the same defined scope, which means fewer queries, fewer assumptions, and a fairer comparison between bids. Build Your Take-Off Properly

Your take-off is the backbone of the whole tender. If the quantities are wrong, everything built on top of them is wrong too, no matter how accurate your rates are.

This is where a lot of margin quietly disappears. Missed items don’t show up as a loss on day one. They show up three months into the job when you realise you’ve no allowance for something that was always going to be needed. A consistent, methodical take-off process, ideally following the same structure every time, catches far more of these gaps than working from memory or old habits.

If a revised drawing comes in halfway through the process, you need to know exactly where every quantity came from so it can be updated quickly and correctly, not re-measured from scratch under pressure.

Price With Current Rates, Not Last Year’s Job

Material and labour costs move, sometimes quickly. A rate that worked on a similar job six months ago might already be out of date, particularly for items with volatile pricing. Pricing from an old job file feels efficient, but it’s often where under pricing creeps in without anyone noticing until it’s too late.

Get current supplier quotes on the big-ticket items where possible, and sense-check your labour rates against what you’re actually paying on site right now, not what you were paying last year.

Don’t Guess Your Margin, Calculate It

Markup shouldn’t be a round number picked because it feels about right. Every job carries a different level of risk depending on the client, the programme, the site conditions, and the payment terms, and your margin should reflect that.

A tight programme with liquidated damages attached carries more risk than a relaxed one. A first-time client with no track record carries more risk than a repeat client who pays on time. Build a proper allowance for risk and preliminaries into your number, rather than folding it into a vague overall percentage and hoping it covers everything.

Protect Yourself in the Submission

How you submit a tender matters almost as much as the number itself. Clearly state your assumptions, exclusions, and any qualifications on your pricing. If provisional sums or prime cost items are involved, be explicit about what’s included and what isn’t.

This isn’t about covering yourself with small print. It’s about making sure the number you’ve submitted means what you think it means, so there’s no dispute later about what was actually priced.

What Happens After You Submit

It’s worth understanding what happens to your number once it lands with the client, because it explains a lot about what makes a strong submission. On well-run projects, every tender is evaluated against the same criteria: pricing against the BOQ, compliance with the specification, and an honest look at risk. A price that looks great on the surface but is missing items, vague on inclusions, or wildly out of line with the other returns tends to get flagged, not celebrated. Clear, well-qualified pricing that matches the scope as issued generally stands out for the right reasons, even if it isn’t the cheapest number on the table.
